Thankfully for artists, Spotify’s done a great job of making sure all artists are privy to an equal amount of information about their own music via Spotify for Artists. What we mean by that is that Spotify routinely collects and analyzes data as a primary tool to program and curate the ‘best’ possible playlists – even the algorithmically-driven ones. The first step is realizing Spotify is a tech company – not a music company – so don’t approach it like you would a conventional music service.

Then I came across this profile which uses an animated profile picture: I've tried everything to somehow convert a gif I want to use to a file that spotify accepts.
This is so far the only playlist that uses an actual animated file. Therefore you can only use static images. You can't animate a jpeg file as it won't support multiple layers and so on. Everywhere I looked it was the same answer: While searching the internet on how to use gifs or animated pngs as playlist covers/profile pictures I came to an answer pretty fast: It doesn't work. So I think it's not entirely impossible to use gif.
